Phytosanitary Controlled Material -18th November 2008

Simplified IPR - 1st October 2008
If you import regularly to a simplified IPR you must apply for Full IPR authorisation. The Customs CHIEF system has been profiled to query regular simplified IPR importers.

ERTS Removal - Full T1 Bond required

From 1st January 2009 a full T1 Bond Guarantee is required to remove cargo from the quay to an inland depot - such as an ERTS. Previously a 'Deed of Undertaking' was acceptable.  Please contact this office if you need further information.

Peak Season Surcharge Postponement
Following a decline in volumes Shipping Lines operating the Asia - Northern Europan routes have postponed the implementation of the Peak Season Surcharge until further notice.

Fumigation - ISPM15 standard for timber packaging.
Please note that under ISPM15 regulations simply fumigating a container is not an acceptable wood packaging treatment. It is not an alternative to using correctly sourced, treated and marked timber. Most countries will now reject such containers and Lines will return them to origin at the Shippers cost.

Meat Preparations Certificate July 2008
The health certificate required for the import of meat preparations is changing. The new certificates will be mandatory from 1st January 2009. See our downloads page and/or contact this office for further information.


UK Fuel Surcharges Summer 2008

Shipping Lines are now quoting UK Fuel surcharges for August 2008 of between
16% and 28%. Serious times indeed.


Class 1.4S at Felixstowe (July 2008),

Following a recent inspection by HSE the Port of Felixstowe have been instructed to restrict the dwell times of all hazardous class 1.4 INCLUDING 1.4S to a maximum of 24hours. This will greatly impact on haulage / collection arrangements.

UPDATED Port Charges (July 2008).
FDRC (Felixstowe Dock & Railway Company) have announced a new tariff and increase in their charges for X-Ray scanning and examinations carried out on behalf of HMRC, Port Health and DEFRA. Please contact this office for updated details.

Fuel surcharges continue their remorseless rise with UK Hauliers and Lines implenting surcharges of between 12 and  23%. !.

Phytosanitary controlled Plant Health Material Spring 2008
Defra have introduced changes to the way it handles plant health imports that require a phytosanitary certificate. Importers and their agents will be required to register and use the RPAi PEACH system to inform the PHSI of the arrival of their goods.

DEFRA advise that failure to pre-notify imports will result in severe delays in clearance, with goods being held at points of entry.

USA IFP Charges - from 16th September 2007
The US Interim Fuel Participation (IFP Surcharge (a BAF in all but name) will increase to USD 607 per TEU on the North Atlantic Service and USD 911 per TEU on the Pacific Services. Please contact this office for further information.

Felixstowe Infrastructure charge
From 2nd April 2007 Hutchinson Ports (UK) will levy an 'infrastructure charge' of GBP £5.50 per laden import container. Please contact this office for further information.

RHIDES - 'No card, no container'
The RHIDES (Road Haulier IDEntity System) will be fully implemented at Felixstowe from 1st March 2007. All drivers must be in possession of a valid RHIDES card to gain access to the terminals. The Port assures users it will be 'No Card, No Container' - please be advised accordingly.

Nitrofurans & Chloramphenicol tainted cargo
With immediate effect Port Health Authorities will not allow the re-export of any cargo tested positive for the above anti-biotics. Such consignments will be destroyed with all associated costs to be borne by the Importer. As always please contact this office for further information.

Changes to Customs Commodity Codes/SAD Harmonisation.
HM Customs have announced changes to current commodity codes effective from 1st January 2007.
The full date for SAD - Single Administrative Document Harmonisation - SAD(H) - was fully implemented during November 2007.

New 'Value for VAT' rates November 2005
From 14th November 2005 HM Customs and BIFA have agreed new VAT valuation (taxable amounts) to be shown on Import Customs entries. The amounts are to be used when the actual costs of taking a consignment from its place of arrival to final delivery are not known. The rates replace those used since 1996:   
  • Airfreight GBP £0.40 per kilo, minium GBP £100 per consignment.
  • Surface Freight (Groupage) GBP £90 per gross weight tonne plus GBP £80 documentation minimum GBP £170 per consignment.
  • Surface Freight (Full Loads) GBP £550 per full load (container).

The Importer/ agent has the option of using the actual amount (if known)- but this must be accurate or post clearance action may be taken by HM Customs. For further information refer to www.hmrc.gov.uk or contact the HMRC National Advice Service on telephone .0845 010 9000.
